We are looking for a Senior Program Manager for a new assignment in Utrecht:

We are seeking a Senior Program Manager for a strategic regulatory transformation project with extensive expertise in leading regulatory-related programs across a broad and complex stakeholder landscape and reporting to C-level stakeholders. The initial term of the assignment is January through August 2026. 

What are you going to do? 

You will be responsible for setting up, implementing, and completing a regulatory transformation program that will enable us to demonstrate compliance with the requirements of various European and national laws and regulations. In this program, we will develop an innovative thematic framework for regulatory adherence. This framework must group laws and regulations into coherent themes and ensure their codification into internal standards. Full traceability of requirements to policies and an integrated control framework through many-to-one mapping are required. The scope includes both already implemented regulations and those not yet or partially implemented. The framework must also be applicable to new laws and regulations. The program manager will be responsible for integrated program management, reporting on progress, the timely delivery of deliverables, and will shape the program in collaboration with internal stakeholders and subject matter experts. 

The first deliverables are: 

• The program structure and approach (January 2026) 
• The thematic regulatory framework 
• A gap analysis at the level of codified standards with traceability to individual requirements 
• The design of the integral control framework 
• A remedial action plan (mid-July 2026) 

As a program manager you are:

End-to-end responsibility for managing this complex transformation, and you report directly to Executive Board members. 

Your challenge:

• Program Management: Ultimate responsibility for the complete transformation from concept to implementation 
• Framework development: Lead the development of the thematic regulatory framework with codified requirements 
• Control architecture: Ensure robust mapping of controls to requirements with a full audit trail 
• Stakeholder management: Collaborate with and manage multidisciplinary teams from Legal, Risk, Compliance and business units such as Mortgages 
• Executive reporting: Direct reporting to the Executive Board on progress, risks and decision-making 

What are you bringing?

Essential:

• Minimum 10-15 years of experience in leadership roles, including at least 5 years as a senior program manager in managing complex multidisciplinary programs in the financial sector 
• Demonstrable experience with regulatory transformation processes and compliance frameworks 
• In-depth knowledge of banking regulation (GLOM, ESG regulations, CSRD, Basel III/IV, CRR/CRD, GDPR, TRHK, EAA, etc.) 
• Excellent stakeholder management skills at C-level 
• WO working and thinking level 

Desired:

• Experience with the development and implementation of regulatory mapping and control frameworks 
• Prince2, PMP or similar program management certification
